If you don't enforce positive consequence for desired behavior, and negative consequences for undesired behavior, you'll never achieve behavior change. And the more “empty threats” about consequence you make, the more like people will ignore you altogether. Saber-tooth tigers were not successful because they carried business cards stating they were saber-tooth tigers.

The were successful because they had big teeth which they were always ready to use. And other prey watched them apply the consequences.
