The Endless Beauty of Bureaucracy

The Endless Beauty of Bureaucracy

Let me understant this:

We use a plastic bag to take recycling to the bin which holds plastics, but we must dump the plastic bag's contents, but not the plastic bag holding the plastic contents. Is this like “good and bad” cholesterol?

We must pick up dog poop, which is organic and biodegradable, in plastic bags, which are not, and which can't then be deposited in the recycling bins.

Who makes up these regulations? Is it the same brilliant bunch of lawyers who plaster stickers on bikes that say, “Light must be turned on at night,” or who run a statement on TV while you're watching someone drive a car off a 40-story building, “Professional driver, do not try this at home”?
